Opportunity Information: Apply for PAS FI FY21 01

While the program is open to a range of applicants, it is specifically aimed at not-for-profit organizations and associations (including NGOs, civil society groups, and think tanks), educational institutions, individuals, and certain foreign public entities such as public international organizations or governmental institutions. For-profit and commercial entities are explicitly not eligible. The program also sets clear boundaries on what it will not fund: religious activity, partisan political activity, fundraising campaigns, commercial or for-profit ventures, individual academic research projects, construction projects, and projects primarily focused on an organization’s institutional development or an individual’s personal enrichment or career development. Each organization is limited to submitting one proposal.

The embassy highlights several priority themes, while leaving room for related ideas. The strongest alignment is expected in proposals that (1) strengthen the transatlantic relationship, (2) increase cooperation between Arctic states and communities, (3) address media literacy and critical thinking in an era of disinformation, (4) increase collaboration and exchange between American and Finnish students and teachers, (5) engage diverse Finnish populations, and (6) promote economic prosperity, entrepreneurship, and innovation. In addition, the embassy encourages creative proposals that use American art and culture in Finland as a way to advance those broader objectives, meaning cultural programming is welcome when it is tied to the program’s public diplomacy goals.

The application process uses a two-step structure designed to reduce the burden on applicants upfront. Step 1 is a required Statement of Interest (SOI): a concise 1 to 2 page concept document submitted in English that clearly lays out the project’s goals and objectives, intended outcomes, performance indicators, who benefits, and the proposed timeline, along with a statement showing the applicant’s capacity to run the activity and manage U.S. Government funds. The SOI must also include the anticipated total budget in U.S. dollars. SOIs were due by 11:59 p.m. Helsinki time on April 15, 2021, and had to be emailed to HelsinkiGrants@state.gov. Step 2 occurs only if the SOI passes an initial merit review; selected applicants are then invited to submit a full grant application, which undergoes a second merit review before final funding decisions are made.

For administrative requirements, the embassy notes that organizations do not need a Unique Entity Identifier (UEI) or an active SAM.gov registration at the SOI stage, but they will need these registrations if invited to submit a full proposal (and applicants are urged to begin early because registration can take weeks). Individuals are not required to obtain a UEI or register in SAM.gov. Full applications require standard federal forms, including SF-424 (or SF-424-I for individuals), SF-424A (budget information for non-construction programs), and SF-424B (assurances for non-construction programs) in cases where applicable. Organizations must also ensure they are not listed on the Excluded Parties List System within SAM (debarment and suspension rules apply), since entities on that list cannot receive awards or participate in award-funded activities.
