The U.S. Embassy in Morocco (Public Affairs Office) is offering a single cooperative agreement to support the planning and delivery of a hybrid "TechCamp for Cultural Heritage Preservation" program focused on engaging Moroccan youth in protecting and promoting cultural heritage. The award is intended to fund the logistical organization of both virtual and in-person TechCamp activities built around the U.S. Department of State TechCamp model, with program content developed jointly with the Embassy and the State Department TechCamp team. The total funding available is expected to fall between USD 60,000 and USD 80,000, with an anticipated start around October 2021 and an overall performance period of roughly 12 to 18 months, contingent on funding availability.
The core program centers on convening 40 Moroccan participants drawn from civil society and youth networks, organized into 8 teams composed of 4 youth plus 1 adult mentor per team. These participants are recruited by the Embassy, then connected with cultural heritage experts to form intergenerational teams that collaborate before, during, and after the TechCamp. The concept is to move cultural preservation beyond being viewed as the responsibility of older elites by giving young people practical, modern ways to identify, preserve, and promote both tangible heritage (such as historic sites, objects, and architecture) and intangible heritage (such as oral traditions, music, craftsmanship, and community practices). In addition to preservation outcomes, the TechCamp is positioned as a capacity-building effort that strengthens employability-related skills, including communication, teamwork, and project management, while also helping teams think about economically sustainable approaches to heritage work.
The program is planned as a hybrid sequence, with a virtual TechCamp tentatively scheduled for March 2022, followed by an in-person TechCamp later in spring or summer 2022 if health and safety conditions allow. Applicants are encouraged to follow the provided program template and show that they have the organizational capacity to run both formats, including budgeting, participant engagement support, and practical coordination. While applicants may propose additional content ideas and follow-on activities to extend impact beyond the event itself, the grant is primarily aimed at ensuring the TechCamp is executed smoothly from a logistics and implementation standpoint, rather than placing full control of program design with the grantee.
Because the funding instrument is a cooperative agreement, the Embassy expects to be actively involved throughout implementation. Embassy staff, in consultation with the State Department TechCamp team, will help design the initial content and will select speakers, trainers, and participants; provide branding guidance for promotional materials; participate in promotion through U.S. Mission Morocco channels and media engagement; and identify or approve the in-person venue. The Embassy also retains a review and approval role over final activity topics, workshop formats, and any site visits, reinforcing that the selected implementer will be executing a program collaboratively shaped by the Embassy and TechCamp team.
Eligibility is aimed primarily at Moroccan organizations with demonstrated capacity, including established Moroccan associations, civil society or non-governmental organizations, think tanks, and public or private educational institutions. U.S. and third-country organizations or nationals are not eligible to receive awards unless they are partnering with a Moroccan NGO. Applicants must also secure required entity registrations (including a DUNS/unique entity identifier, NCAGE/CAGE, and SAM.gov registration), all of which are listed as free to obtain.
Applications must be submitted in English and include a project narrative, organizational information, a budget proposal in U.S. dollars, and standard federal forms SF-424 (signed), SF-424A, and SF-424B (signed).
